Paul A. Masson

StarNet LLC Managing Director

Paul A. Masson co-founded the consulting network Strategic Alliances Resources Network, (StarNet, LLC) in the mid-1990’s with the objective of building innovation alliances that bridge government, industry, small technology firms and financing sources.  As a project manager for three Silicon Valley startup companies as well as the financing firm Babcock & Brown, Paul created methods and a track record for this emerging field.

 

Masson expanded the method in the early 1990’s while Director of Technology Commercialization for American Technology Initiative (AmTech), a non-profit in Silicon Valley under contract to the DOD and NASA. During his time at AmTech, Paul designed the integration of government labs into corporate technology development with customized legal agreements, financial structures and project management systems that led to the launch of technology partnerships in software, food projects, medical instrumentation, aeronautics, high performance computing, and defense technology commercialization. 

 

StarNet’s current innovation alliance focus is in agriculture/energy efficiency, aviation, and information-systems networking.

 

Paul’s previous professional experience includes line and project management positions in consulting, finance and production firms.

 

Masson is a speaker, trainer and lecturer on the topic of innovation alliances, and the former leader of the National Council of Public/Private Partnerships (NCPPP) forum focusing on public/private innovation alliances. 


Paul holds a BS Economics (Honors) from the Wharton School, University of Pennsylvania and an MBA in Finance also from the Wharton School, University of Pennsylvania.

Kenneth D. Ross

Aerospace Executive & Consultant

Ken Ross is the former President of One Aviation Inc., and the President of Eclipse Aerospace Inc., a wholly owned subsidiary of One Aviation. Ken is a highly experienced and seasoned Aerospace Executive with over 35 years of Industry experience.


This experience includes CEO/President of multiple companies, including an aircraft manufacturer, parts manufacturing authority (PMA), fixed base operators (FBO), maintenance repair and overhaul (MRO), and aircraft management and charter companies. He has lead high growth businesses with revenues in excess of 100MM and overseen sales initiatives worldwide for products located in the U.S., Europe, Central and South America, Asia, the Middle East and Africa.

Ken's experience includes beginning his career in the legal arena, specializing in complex products liability related events, including but not limited to, commercial

airlines, air travel both domestically and internationally, aerospace manufactures and airports.


Ross is recognized as a trusted advisor, counselor and consultant to many of the nations premier airshow performers, aerospace insurance companies, insurance

executives, aircraft and engine manufactures, air carriers, corporate flight departments, and high net worth individuals.

Some of his clients have been Teleydyne Continental Motors, Woodward Governors, American Airlines, United Airlines, Honeywell, The City of Chicago, O’Hare Airport,

Midway Airport, Indianapolis International Airport, and The City of St. Louis, Lambert Field.

Ross is currently an advisor to research and private equity and investment groups on industry trends, market conditions and growth opportunities most recently advising a 1+billion technology company on entry and expansion strategy into the aerospace industry.


Ken is actively involved in the aerospace community, volunteering his time and participation in local aviation events, and is currently a member of the National

Business Aviation Association (NBAA); Experimental Aircraft Association (EAA); past Board member of the Warbirds of America (EAA), and is currently a member of

the Aircraft Owners and Pilot Association (AOPA) and American College of Forensic Examiners Institute.


Ross is a frequent domestic and international speaker at aviation conferences and seminars on emerging trends in the implementation of “Product Integrity” into companies products and their interplay with customer relations and expectations.


Ken is also a frequent commentator to the investment community on the importance of due diligence in insuring that companies match their risk profile to their

investment thesis.


Ross is an experienced and accomplished pilot with over 5500 hrs in a multitude of jet, turbine and piston aircraft.

Bill Lennett

William (Bill) Lennett is a financial management and government contract consultant with over 25 years experience combining commercial sector expertise, and government contract knowledge to assist clients in successfully navigating the complex field of government sales. As a member of the StarNet LLC team, Bill designs and implements financial management compliance systems for the government funding element of innovation alliances. He specializes in the complex area of translating between GAAP and CAS accounting necessary to support public/private innovation collaboration. Bill's primary practice is Government Contract Associates (GCA), where he also publishes the GCA Report, a widely read newsletter addressing changes to accounting and contracting regulations. Previously, Bill served as CFO and Controller of ABB Government Services, Inc., as Manager of Internal Audit and Government Compliance at Hexcel Corporation, and as an auditor and supervisor with the Defense ContractAudit Agency (DCAA). Diana Vahlstrom is experienced in many different areas of office management.  She has worked in small business offices but has spent most of her career supporting Directors & Executives at a large public utility.  Diana has gained skills in many areas of support including direct customer service, creation and distribution of organizational communications, special project execution for senior executives and company leadership, and the review, analysis of reports and data.

Keith R. Gale is a technology commercialization and engineering project management consultant with over 20 years of technology commercialization experience. As a member of the StarNet LLC team, Keith assists clients in technology due diligence, engineering analysis and technology commercialization tracking. He specializes in developing and tracking the performance metrics necessary to assist the commercial feasibility of emerging technologies.  Previously, Keith was Manager of Information Systems projects at American Technology Alliances (AmTech) and Manager of both nuclear and aerospace projects for Westinghouse and WesSpace. Keith holds an MBA from the University of San Francisco, a BS in Mechanical Engineering from Northwestern University, and has completed advanced degree work in Electrical Engineering at Carnegie Mellon University (CMU).
