Paul A. Masson co-founded the consulting network Strategic Alliances Resources Network, (StarNet, LLC) in the mid-1990’s with the objective of building innovation alliances that bridge government, industry, small technology firms and financing sources. As a project manager for three Silicon Valley startup companies as well as the financing firm Babcock & Brown, Paul created methods and a track record for this emerging field.
Masson expanded the method in the early 1990’s while Director of Technology Commercialization for American Technology Initiative (AmTech), a non-profit in Silicon Valley under contract to the DOD and NASA. During his time at AmTech, Paul designed the integration of government labs into corporate technology development with customized legal agreements, financial structures and project management systems that led to the launch of technology partnerships in software, food projects, medical instrumentation, aeronautics, high performance computing, and defense technology commercialization.
StarNet’s current innovation alliance focus is in agriculture/energy efficiency, aviation, and information-systems networking.
Paul’s previous professional experience includes line and project management positions in consulting, finance and production firms.
Masson is a speaker, trainer and lecturer on the topic of innovation alliances, and the former leader of the National Council of Public/Private Partnerships (NCPPP) forum focusing on public/private innovation alliances.
Paul holds a BS Economics (Honors) from the Wharton School, University of Pennsylvania and an MBA in Finance also from the Wharton School, University of Pennsylvania.

William (Bill) Lennett is a financial management and government contract consultant with over 25 years experience combining commercial sector expertise, and government contract knowledge to assist clients in successfully navigating the complex field of government sales. As a member of the StarNet LLC team, Bill designs and implements financial management compliance systems for the government funding element of innovation alliances. He specializes in the complex area of translating between GAAP and CAS accounting necessary to support public/private innovation collaboration. Bill's primary practice is Government Contract Associates (GCA), where he also publishes the GCA Report, a widely read newsletter addressing changes to accounting and contracting regulations. Previously, Bill served as CFO and Controller of ABB Government Services, Inc., as Manager of Internal Audit and Government Compliance at Hexcel Corporation, and as an auditor and supervisor with the Defense ContractAudit Agency (DCAA). Keith R. Gale is a technology commercialization and engineering project management consultant with over 20 years of technology commercialization experience. As a member of the StarNet LLC team, Keith assists clients in technology due diligence, engineering analysis and technology commercialization tracking. He specializes in developing and tracking the performance metrics necessary to assist the commercial feasibility of emerging technologies. Previously, Keith was Manager of Information Systems projects at American Technology Alliances (AmTech) and Manager of both nuclear and aerospace projects for Westinghouse and WesSpace. Keith holds an MBA from the University of San Francisco, a BS in Mechanical Engineering from Northwestern University, and has completed advanced degree work in Electrical Engineering at Carnegie Mellon University (CMU).
